ABOUT THE PROGRAMThe national soybean checkoff
program was authorized by Congress with the 1990 Food, Agriculture, Conservation and Trade
Act and collections began on Sept. 1, 1991. One-half of one percent of the net market
price is collected at the first point of sale. Half of these funds are sent to the United
Soybean Board to administer a national and international program of promotion/market
development, research, consumer and industry information, and producer communication.
The United Soybean Board consists of soybean producers nominated by state boards and
appointed by the U.S. Secretary of Agriculture. The number of representatives allowed by
each state is determined by the level of soybean production in that state. Arkansas has
three representatives on the United Soybean Board:

The remaining half of funds are kept in the state and used mostly to fund a program of
research through the University of Arkansas Agricultural Experiment Station. A small
portion is used for administration and for other programs designed to enhance the Arkansas
soybean industry. All funds kept in Arkansas are administered by the Arkansas Soybean
Promotion Board.
